UN- Regulations deal with Iraq according to the "Oil for Food
Deal" due to the fact that Iraq is a blockaded country since
1991.It is blockaded according to international resolutions issued
by the "Security Council". Within a special program signed
between the Iraqi Government and UNs called "Memorandum of
Understanding" (M.O.U) or the "Oil for Food Deal",
Iraq is allowed to export a quantity of its oil to buy humanitarian
goods such as foodstuff, medical appliances, infra-structure set
up, equipment to support health care sector, electrical power stations,
oil production equipment, water treatment and so on.
Any
supplier to Iraq should abide by UN procedure through a certain
mechanism under resolutions 986 (1995), 1284 (2001), 1382 (2001)
and 1409 (2002) .Through these resolutions the Security Council
decided to adopt a revised good review list (S/2002/515).
Any
company or supplier whishing to supply any goods or services to
Iraq should apply to the Office of Iraqi Program (OIP).Companies
should complete technical specification at the UN through the
permanent mission, or Un agencies to be registered and have the
comm. Number. Applications are to be reviewed and approved. In
the event that the request for further technical information be
made the (OIP) -after the completion of their procedures- will
inform the permanent mission of the country of the Contractor
(Applicant). The decision is then forwarded to the applicant either
to supply the contracted goods or services and to pay from the
escrow account of Iraq at UN, or to have the goods or services
be reviewed according to new technical information. Financing
would then be granted as a letter of credit to be issued from
the central bank of Iraq to the Banque National De Paris at New
York.

Usually
the permission for exporting oil is renewed by the Security Council
and United Nations every six months, this is called "Phase".
We work exclusively within these resolutions, as we have no other
activities out of the legal international approvals of UN and
Security Council.
We

priorities were more concentrated on rehabilitation of the infrastructure
functions like: electrical power stations, water treatment, sewage,
transportation, health care sector, communication. and so on as
most of the country's necessities were either demolished during
the Gulf War of 1991 or depreciated during the embargo period
